Amethyst changed the event: Instead of Magby, you get a Pansear... Here's something though: If you're playing 10.5 , i think the overworld sprite is a Pansear, but you still get a Magby ^^

If we're talking about levels, there's Pachirisus in Route 1/Adventurine Woods with levels around 40s-49 ^^

I'm guessing the condition that "Dragonly34" mentioned is to make the Whismur appear... If you don't talk with the two guys to learn about the location of Whismur, he doesn't appear at all... The pokesnax is necessary, but only after the Whismur shows up, of course...

Unless, idk, you're trying to hit a normal type with Shadow Ball or something... But if you don't want Gengar, go with Cofagrigus... it has (almost) all you're looking for...
