Alright, time for me to chime in.
Mr. Mime, with Charge Beam and Barrier, is a better user of Baton Pass than of Icy Wind, as Icy Wind has mediocre accuracy. You have a multitude of Pokemon that could reeeeeally benefit from those stat-ups. If you really want an Ice move, Ambipom learns Ice Punch.
You're wasting your time trying to set up Spikes and Toxic Spikes, especially with Roserade. I say keep one and sack the other, replacing it with a coverage move like Hidden Power [Fire].
CInccino needs a move overhaul. Your moves are good, but you're gambling with each multi-strike hit you fire off, especially when you have better options. Here's my recommended set for Cinccino in this situation.

Looks ridiculous, but it works. Take a look at the first move. Yes, I did choose Covet. It has 60 power, meaning after STAB + Technician it goes to 135 base power and can ruin Pokemon by taking their item. Return, however, trades those commodities for more power. Wake-Up Slap is an extremely dangerous move on things that Breloom has put to sleep. Protect allows you to analyze what the foe is trying to do to you and perhaps throw something else in the way. Aqua Tail is there to fulfill the lack of Water moves, but Fling gets rid of items that are given to Cinccino if you choose Covet, not to mention that most items will have low enough base power that the Technician boost kicks in and it's super effective against Ghosts.
