Is it possible the weather down at the main Reborn City has something to do with it? Mine turned into Sunny when I booted up the game, but Agate Circus onwards is in a constant state of hail. No doubt they've been there, seeing as it has already been stated that you need it, and its location. Also this topic has already been adequately answered and hasn't seen activity in around a month.
