Just go to Wispy Ruins, the main area (accessible by the Pokemon Satan statue) and on the floor with the hole that you get dropped down, the room on the right has a strength puzzle, solve it to open up a hatch. It is down there if my memory serves me right. It is behind one of the badge doors, I think the 9th one?
