Drilbur location

Hello!  I'm doing a mono-steel run, and the main guide seems to think that Drilbur is acquirable between Ciel and Adrienn.  Is this not true?  I cannot seem to find information on where it is that doesn't take me to locations I cannot access til after I beat them.

 

Any help would be appreciated!

There's one place that comes to my mind. If you go to the Tanzan Cove and surf across the lake to the west side, there should be an entrance to the mountain here. Inside you can find Drilbur. 
There's also rock climb spot there that you may want to check later.

I think that this the only place where you can find Drilbur before Adrienn but if I remember correctly, the encounter rate is very low (1 %?).

Yes, its in Tanzan Mountain if you surf to to the left side of the cove. There is a ten percent chance to find a Drilbur, One percent chance to find an Excadril.
