The best way to get blue moon ice cream is to use the vending machine in the store south to the day care. Just safe in front of it and buy vanilla ice cream until a blue moon pops out. If you went a long time without receiving one, restart your game and start again (reseting doesn´t change the odds, it just means you´ll spend less money). It takes me usually 30-40 tries, which equals ~4 minutes.

I see! That kinda sucks, since I'm in the part of the game where you're stuck outside Reborn city on my second playthrough

you can still get one from the machine or vendor machine it take 45-50 vanillas in a row if not soft reset and try again
