It's distortions are still active in several parts of Reborn, it swapped Ametrine and Pyrous Mountain, resulting in the Volcano in the South West and the Snowy Mountain in the North East, before settling in the Byxbision area. Taka also mentions that Mirage Tower was made to train his family to withstand Giratina's distortions, which is why it's so weird. IMO, given the layout, design and the story told in Titania's fairy tale area, I wouldn't doubt it's linked to Giratina or the Distortion World. The floating stones are the main give away, since that mirrors the exact structures in the Distortion World. Not too far off colour scheme wise either. Like, okay, it'd be cool to learn how the Reborn League made a whole heckin' flying castle, just like it'd be cool to learn why an eldritch horror is allowed to be a gym leader but oh well, but isn't the point of the Never After that it's a fairytale?
