Game.rxdata I see no save issues with your file, you can't use Surf since you have Oshawott following you, which is normal. Just go back to the area on the right, and walk downward till you reach the Azure Shore again. What is the problem with the Oshawatt? I cant get to azure shore without surfing and the oshawatt isn't allowing it since it counts as a follower, can the oshawatt be removed if possible.

There will be three pillars that you can jump on which will take you down to the river, and then there will be two stones which you can jump over to make it over the river. You can either upload your current file and I'll see if I can do something or directly just use a backup.

Now I wanted to upload my savefile for troubleshooting, but its size is apparently too big to upload. Any help? Thanks in advance!

I'm afraid not, I do have a saved games folder but it's empty. My game.rxdata file is 857 kb and as the max size is 490 kb I can't attach it.
