    there's a ranger hide-out in north north cellia get there and then you need to do the last part of the quest and then you should be fine

    there's an abandoned powerplant in central cellia, you can get it there, it's guarded though by an strong elektevire around lvl 75

    i guess you have to first get access to north cellia and then do a side quest involving clark., You activate that by talking to her she's in south-western side of north-cellia if i am correct, than you can get access to the ranger guild in central, but it would be a good idea to beat the steel gym-leader beforehand since you need a certain hm to progress through the island, and you get the hm as a reward for defeating him

    The main difference for me is that in rejuvenation there is a hard levelcapp ( you can't gain exp beyond a certain level ) and in reborn there isn't. As for witch one you would start with, I would personally choose reborn since there is in rejuvenation a side-quest with some of reborns characters involved.
