Reborn uses 3rd gen overworld graphics not gen 1 and 2. Personally I think it looks better than fourth gen graphics, although that's just a stylistic thing. Both developers have a lot going on in their own games, so I really don't think they'd have time to work together on a project. They did technically team up for an april fools joke game, but other than that I don't see it happening.

It depends what you're looking for. The most powerful one is probably torchic, but he is by no means the only good one. But, realistically, most things can be used without too much trouble so I'd just pick what you like. Also remember, you can get hidden abilities for all of your pokemon, so you can consider that when picking starters.
