Agreed. Since this is a Fire Mono, Ninetales should be used. Although, I think Vulpix was moved to Agate am I wrong?

Special w/ FlameThrower or Heat Wave / Air Slash / Dragon Pulse (Breed) / HP Ground (Maybe) SolarBeam would be useful once it's TM is available since Drought Ninetales is available.

Whats a good way to raise happyness in this game without leveling?

My usual technique is to just run around and watch a video or show at the same time. Every 5-10 minutes I would level to see i the Pokemon evolves. I the Pokemon dons't evolve, then just keep running~ -
