I think the quest should have a switch as in you have to talk to Blue(1) before you can talk to Black(2) or something. The switch or variable or whatever it is has to be activated before the second dude can appear.

The guy's on a bench beneath the pokemon centre next to Chrisola Hotel. There are 2 benches and he's sitting at the one on the left.
