    Hmmm...I can't seem to get Rift Gyarados to appear again. I am on Version 10.

      The dimensional rift should be there where you fought team xen's boss (I forgot it's name)

      Try to interact on the extreme position where the boss stood earlier.

      Going through wispy path is alright!

      I tried interacting with the rock he stood on and even tried fishing. No luck.
