Personally I would teach it Petal Dance or give it Energy Ball once the TM is available. Then evolve it into Roserade with a shiny stone, which I think you can find by mining. But teach it petal dance before you evolve it if you're going to go that route. Roserade doesn't learn it.

Well, I'm assuming it's for Reborn, or else I'm gonna move it. As for the moveset it looks pretty good. I would try to get it evolved to Roserade if you can find a shiny stone.

That last part wouldn't be hard. I'd travel and train for a year or two after saving up for the trip after working for a breeder. I'd catch most of Pokemon while working there before I travel. After traveling, I'd work towards becoming the champion. -
