Works fine last time I tried, oh and just a warning it took me an hour to get a heart scale from a luvdisc last time I tried. -

Wild Meowth have a 5 percent chance of holding it. Bring a pokemon with compoundeyes like butterfree or Vivilion, faint it and put it in front of your party this increases the chance of wild pokemon holding items, next get a pokemon with frisk and keep running finding Meowth until one has a quick claw.
