Honestly, I feel like for Competitive Pokémon to remain healthy; Game Freak is going to have to do some level of mass stat rebalancing, especially if the next Gen allows the power creep to rise even further.
PU in itself having to exist was bad, but now with ZU being introduced? Yeah, there are fringe cases where non-meta pokémon can do well; Pachirisu I am looking at you; but I really feel like power creep needs to be addressed at this point with something other than Megas and Z-Moves.-
They need to work really hardddd cause honestly they don’t care as much. They wanted to shift the focus of speed so Gen 7 mons were so dang slow but bulkier. It didn’t work though.
I’ve been hearing ideas like getting rid of EV/IV or maybe giving five moves instead of four. The only real way of fixing it is by focusing on all mons and not just introducing a new formula to compensate for all the weak mons (like z-moves). Though it’s just going to be a long reach since competitive is the least of their concern as always

I mean, the official Game Freak tier remains VGC. Why do you ask? Because 6v6 can last 300 turns. GF could improve that by speeding up battle animations but that's all.
ZU, PU and every other smogon tiers are determined from pokemon usage. ZU was just a way of having matches between forgotten pokemons. Nothing else. No matter what, there will be always pokemon stronger that other. For instance, Tapu Koko nullifies Raikou's existence.
The competitive stage is actually really aware of what is shaping the meta. The recent Zygarde ban was a good thing because every team had to prepared to this menace. But he could win anyway. Then, all of sudden, people started using Garchomp with a Rockium-Z.
My point is you can change everything you want. There will be stronger picks than others. It has been the case since Gen 1. And a new Gen means 100 new beasts. If not used, a new ZU will be created for them.

I don't mind having more tiers if that means more Pokemon can be used effiiciently but the extreme power creep defeates the purpose of the whole 'with enough love any Pokemon can be powerful' because a lot of them clearly can't compete. Game Freak is lazy as hell so I doubt they would bother to rebalance mons, at least not to the point that it has impact.

SpoilerIf the armored Pokemon leak is true they'll probably give them to already strong Pokemon anyway like they did with Mega's.
