How to unlock the other restoration projects

I beat the fairy leader and did the restoration project on Azurine Island and now it is not allowing me to complete the others. So how to unlock the other restoration projects?

You’ll need to obtain one gym badge to unlock a restoration project, so you can unlock the next project after you beat the next gym leader.

Specifically it's one more after you beat Titania and then the last one after you beat Hardy, so it skips over Amaria.

I think the last one is available after Amaria in E19

Really? I'd thought I checked it and it wouldn't let me until I beat Hardy, or at least the Battle of Agate.

I went ahead and checked, I was able to do the third project right after beating Amaria
