Speed and HP card??

I'm trying to get into the speed room but i can't because i don't have the speed card. I'm looking for guides, but they all say you start off with them

You can buy them in the casino, 10AP for each iirc.

while this is true, you only can buy them after the 6th Gym, same goes for the Exp.All
