Are there good areas to level up Pokémon before the third gym? I need to level up my Pineco and Pichu, and a few others but I don’t know where to.

Grand Hall and grass in front of Corey's gym is pretty good. You might want to look for evolved pokemon to beat since they have a lot more exp. Grand Hall is good because you can have money too to buy Cotton Candy.

Thank you, but aren’t the Pokémon around grand hall rather low leveled?

The trainers inside scale as you progress.

Honestly one of the most difficult times to get Pokemon up to level. I used the grass in Beryl Ward. Noctowls give good exp (but HP EV if you wanted to know)

The grass around Beryl Cemetery is your best option for now. Then, to optimize your chances for defeating Shelly, I would recommend the cave under the Grand Staircase where you’ll find Aster & Eclipse for the second time. It’ll be even more interesting if you have special attackers in your team, because there’s nothing but Unown down there.

Fighting Unown will increase your Sp.Atk EVs.

EDIT: According to Bulbapedia, both Sp.Atk & Attack will increase. But strangely, it only increased my Special Attack during one of my runs. I must not have paid attention to it.

Unown are mixed attacking EVs, aren't they?

They give both Attack and Sp. Attack.
