It's not strictly impossible to obtain it in-game legally... but it does require considerable skill (or luck) as rare Pokemon in Reborn are sometimes the rewards for winning difficult community events and challenges. So if you want a Pokemon that is not normally obtainable through gameplay (yet) then go ahead and try to be as involved in the community events as you can be.

If we got that, there'd be trainers with Weavile that get a custom-built ability, which combines Shadow Tag, Huge Power, and Parental Bond.

It's not really his decision to make as to whether or not they give out certain Pokemon. It's generally tournaments created by developers or occasionally tournaments like that in the summer party that give the normally unobtainable Pokemon.
