So I found myself up poop's creek before Cal without a fire killing poke and decided why not skrelp. Can it be found with old rod or do I NEED a good rod?

Hmm, if you don't know where good rod is obtained, head to spinel town and walk along the left edge of the entrance into the town. Eventually a tree will disappear allowing you to enter the building where the good rod is located.

He is in the part of the story before Kiki he cant even go to Spinel town yet...

Azurine island is after Cal :/ Try fighting Cal on raining days it'll soften his fire moves considerably.

Well, you can also use a Graveller with Bulldoze and Rock Blast and if I remember correctly, you should have 1 link stone of that event in north obsidia

Edit: Other good alternatives could be the pokemon you find in the beach, specifically Barnacle and corpfish, but mostly corpfish since you dont have access to a move tutor yet
