If so, what strategies could this open up, and does it affect the balance of Morgana? That aside, your passive seems like a great proposal. The first thing that came to mind is the fact that she will no longer have an innate source of sustain, though. Would that affect how she plays? I wouldn't recommend Frozen Heart on Rammus; his W makes the autoattacks of enemy ad carries fly back in their face as they cry; you don't want less of those coming your way. I don't run Randuin's Omen for the same reason, but it's other properties make up for it if that's how you roll.
