Does anyone know how to get the eevee from the help center in Gearen City? And yes I have tried to get it via the randomizer, yet I have no luck and just took a good cydaquil with flash fire

Hey, does anyone know where I can get eevee other than the randomizer, it says that if I do all the Gearen city quests I'll get one, but I completed all the quests and I have not gotten any other pokemon other than the three fire types
