    He most likely needs help from the mods(specifically @Njab) on Bug Reporting to give him mulches by giving his save file or like you said anyone who hasn't turned in the Mulches for the sidequest yet can trade it to him and load the backup save. Or if given permission I can also give you mulches, just need the save file.

    You can avoid being electrocuted by switching the colors of the floor, don't worry your Pokemon won't be hurt if you don't move onto the slightly darker squares(you can stay in a darker square if previously you were in a lighter square after pressing the switch), you just need to figure out how to move on the lighter shade of floors from the start to the finish.

    I think it is 5% but you can use a fainted pokemon w/ compound eyes as your lead and a second pokemon w/ frisk to tell if the magnemites have a held item to get it more easily

    1) Wild Luvdisc (Good Rod in Tanzan Cove), and yes even swinub can learn Ancient Power IIRC 2) I don't know about steelix and onix can be found in "Path to Byxbysion Wasteland Secret Grove, Tanzan Mountain, Tanzan Depths, Hiker event in Peridot Ward, Glitch City (Victory Road)" 3) IDK 4) Each day there are different trainers but you can battle them as much as you want everyday.
