I'm here again: I just finished the "whale" event in Mt. Valor. Tesla gave me this HQ Key for a specific event which I immediately acquired. I was sidetracked to finish all the help requests at Kristiline Town. I tried searching for Tesla again, but to no avail. Where are they?

In regards to this, Amber is now demanding for her CD from Venam (Veronica). A walkthrough says that I have to talke to Tesla and she'll provide me a boat to go back at Gearen City, Saki will encounter me in Kristiline(?) Shore, and I'd go into Venam's house where Amber's CD would be. I'm playing in Version 8, and the walkthrough is Version 7. I can't seem to trigger Tesla giving me her boat, not even Saki encountering me at the shore. I went to Venam's house but all I received was Poison Sweep from her mom.
