How do I even get to the third underwater city "SUNRISE"? I couldn't find a way in.

I'm at 16ep. I talk with his girlfriend at the pkmn center and go to the room that he supposed to be in the underground but the men isn't there. So, I can't get the sticker I need. Where did he go?
