      They aren't SE against rock. They are against ground, which happens to be the secondary type on most rock pokemon

      Ice is only SE on Dragon, Ground, Grass and Flying. Earlier Gens it was confused as rock being weak to it because nearly every Rock Type was part Ground. Gen 1 also started the misconception of ROcks being Immune to electric attacks fro the same reason lol.
