      Because its the newest and it doesn't need it. They should've remastered one of the old games that are a lot harder to play nowadays.

      From a technical standpoint, Skyrim is the newest of the elder scrolls core series and therefore has the greatest number of reusable assets. This, and the fact that it also comes from an engine most similar to what Bethesda is currently using, means Skyrim is the easiest game to remaster, and so the cheapest. For one of the other TES games to get redone and actually look good, they would have to pretty much start from scratch.
