To add to the above, it uses the raw tat for the calculation. Basically, if the opponent's Atk is 100, the number used in the formula is 100. So even if you burn the opponent and then use FP, the damage output will not decrease (it will if YOU are burned, however).

Foul Play can also get stronger if you confuse the opponent with Swagger. Example: SwagKey. When I used to use SwagKey, I always T-Waved, and set up confusion. Then, I put in a Substitute, and built up the opponent's attack stat with Swagger. By then, if the opponent doesn't go down from confusion, then Foul Play will work just as well. Of course, since Swagger is banned now... There are different ways to use Foul Play as well. Try not to get burned, and you'll do alright...
