You will probably have to continue on with the main story first to unlock further segments of the restoration projects, but I'm not 100% certain either (I haven't touched the game in a while, so memory's kinda foggy)

On the excel file of obtainable pokemon I noticed that you can find either roselia or budew on Obsidia ward at night, after the restoration, but you can check it out here for yourself E18 Pokemon Locations Spreadsheet - All Wild and Event Pokemon Plus More - On the Hunt - Reborn Evolved

Yeah, through the entrance from the desert, not the exit to the pyramid.

I think budew will be given to you from the flower shop in lapis after restoration, but I'm not entirely sure about it...

You need to have finished the whole pyramid saga to open that sidequest (after beating Ryland).

I really liked the meganium crest. It actually complimented my team really nicely as a support/stall mon, especially in doubles. -

On the top it says you're on 13.0.4 version? Maybe updating to the 13.0.5 should fix it?
