Machoke ban from PU makes sense due to the fact that its decent bulk in the tier coupled with the ability to slap on an eviolite. That with the additional advantage of dishing out ridiculous damage with base 100attack 100base power no guard STAB always confusing dynamic punch along with access to decent coverage through elemental punches and knock off makes Machoke pretty hard to kill with certain team compositions.

The build i personally use for my bulk m-swampert is 212hp/252attack/44speed but this set has stealth rock, ice punch, waterfall and earthquake. If you're gonna be running the manual rain dance set you can do 252 attack /252 speed(or hit some benchmark)/4hp replacing stealth rock for rain dance.

Rotom-Heat just rips through most of your team (cloyser,mandibuzz,crobat,metagross) from looking right off the bat and your only counter if you can even call it that is cloyster after a shell smash with inaccurate moves. My suggestion is to replace one of the birds for something that can cover your electric weakness such as Mega-Swampert/Hydreigon maybe.

Rotom heat is a good replacement for your zapdos because more coverage along with stab overheat, so the standard scarf set but in effect you have to run defog on your empoleon for hazards. For Alakazam you might want to replace it with either gardevoir as said from the people earlier on or even reuniclus for trick room to let it/chesnaught to be faster.

Cute charm is useful for disabling you have a point there..... however the fact remains for the conditions are rather taxing 1) must be opposite gender and does not work with genderless pokemon 2) only triggers through PHYSICAL attacks/ moves that make contact 3) 30% chance to activate. These conditions versus the fact of pixilate not only gives normal attack STAB boost but it also gives an additional 30% damage increase to the attack if its fairy is much better than chancing it with cute charm. Plus hyper voice goes through substitute while moonblast does not.

Its a good team but watch out for Set up pokemon such as talonflame , zygarde and barbarcle because if they get up a few boosts its game over. While togekiss is a superior flinch mon the opponent also has cinccino at his/her disposal which is not only FASTER than most of your team but can also use skill link and kings rock combo. Your lack of an ice move means you have to be careful of losing your Mega Venusaur and togekiss as those are your only counters for mega sceptile which can do alot of damage to your team, I would state garchomp is a good counter but mega sceptile youre gonna take alot of damage from dragon pulse prior to hitting dragon tail due to its -3 priority and noivern is just slower than sceptile after it megas.
