That's only natural if you've messed with the weather before. Try going backwards in time, like a lot and see if that works. Otherwise, you might need to wait. There is the possibility that a weather cycle repeats itself more than once. I'm pretty sure those problems might cease to exist when we get to E16 though. But going backwards right now might be your best shot.
