I like to think that it hasn't been implemented yet. I don't know, maybe when Surf is released you can go to center of the lake? Or when Dive is released you can dive there? For now, it's just dialogue (Either that, or we're unlucky...)

Inside Shade's Gym (The old power plant, a.k.a the place where you are), two doors are locked. You have to level up Magneton inside one of these rooms to get a Magnezone. Of course, you're going to need a Yureyu Key, and that key is going to take some work to get... Here is where you go for the Yureyu Key. Bring Rock Smash, Strength and pacience...

The yureyu key is a key that you use in the locked doors in the power plant. You can get three pokemons out of this (One of this three pokemons comes in a pack of six, but they are only available there), and a headache for finishing the strength puzzles. Also, you can rock smash that rock. But pay attention, you don't need any Tauros for this. It's kinda a lot of work, but it pays off.
