Suprisingly, Zygarde ranked 8th place in most popular of all Pokemon (even over Charizard). I bet all those Japanese voters were thinking of perfect Zygarde, not realizing that perfect Zygarde will never become an actual thing.
like i said theres a reason mewtwo wasnt higher the curent gen is more advertised with its pokemon along side arceus/pikachu/mew being major mascots to begin with so likely who ever voted saw the pokemons present choose the coolest or the one they thought of and voted
