bug buzz, chatter, clanging scales and boomburst are the only sound-based moves primarina would prefer over hyper voice, and none of those barring maybe chatter and/or boomburst make sense on it.
Liquid voice baffles me to be honest. The only use outside hyper voice stab was in doubles use perish song while having a water absorb/dry skin/... pkmn.
