I have the same issue with Whismur in the Peridot Ward, I cannot get it to appear on my file whatsoever.

Growlithe is a better Pokémon move wise, Pansear is pretty trash. Vulpix is in the center.

Updated software? As in, a newer version? If so, just download it and launch the Game.exe in that folder, your save file is by itself.

In the furture, refer to this thread for these types of questions. Budew is located on the Peridot Ward train tracks, and Totodile is currently unavailable without it as a starter.
