Teemo is my "secret alternate main". I play him mid whenever I like to make hilarious plays. Also my closest ever to a pentakill was with Teemo (rabadon's/iceborn/liandry's/runaan's/nashor's/Ionian boots, or a similar build). He stuffs his haters. Especially Rumble, that asshole trying to take Teemo's girl.

Only logical reason I can think of is the slow on his ultimate. If the slow from Stand Aside stacked with Rylai's then I could understand...somewhat.

I wonder if anyone's tried Draft Pick Dominion? ...yeah, me neither. I'd be interested to try it sometime - perhaps somebody has an idea or two about dominion meta (although that'd be a stretch) - banning global presences like Shen, Gangplank, Karthus, etc. Although I can't imagine that too much thinking has ever gone into such a thing.
