I noticed that guy too, but couldn't bother to evolve Chingling, so I can't really tell you how to get it out; however I do know that, yes, it is supposed to be Bulbasaur no matter your starter. There's going to be a way to get every starter, so one or another of these side quests is basically always going to be useless to someone. ... Did that make sense?
