Edit: Oh man now that I think about it I actually sent it twice into the V13 bug fix form and not the 13.5 form. That's just where the link on the site took me but man do I feel stupid now.

This issue has been fixed in the latest patch as far as I know. You will need to send your savefile to be manually fixed.
