Reborn is based on USUM movesets, so Litten can't learn Parting Shot in this game. 

 

As for your next question, 

Spoiler

You can obtain Litten fairly late in the game by doing all the Magma/Aqua gang related events. If you joined the Magma gang, you can obtain Litten from a trade in Agate City. If you joined the Aqua gang, Archer will give it to you as a gift after finishing the applications sidequest.
