Starting v13.02 bug

I keep getting black screen each time i try to start v13 even after downloading the patch anyhelp?

Did you make sure you werent standing in any of the maps that it said not to be standing in when starting V13 on an existing save?

Yes I did I even saved in multiple places but still get the black screen or an error

I saved in a different location and it worked but when i got back to the GDC it is a black screen

Would you also happen to know about the bug concerning Saki at the penthouse? Were supposed to get a call from erick to progress in the story, but you cant interact with the TV text dots for some reason, leaving you stuck in there.
