Is he even still here? Also what time of day it needs to be if he is? Edit: He still is, just a very rare encounter, took me half an hour to meet during daytime. If you are playing on Intense with Ban Items and Set switches, i HIGHLY recommend you to catch one for trick room to preserve your sanity. Sorry for extra topic, can be closed.
