Where can I find skrelp?

Where can I find skrelp for the Zumi quest? And I can't find it in the abandoned sewers anymore since it has been replaced by the water treatment center.

you can also catch it in the dive spot in honec woods

Try Honec Woods by diving in the dive spot. Catch a male and female Dragalgae, put them in the daycare, hatch whatever egg the daycare couple give you. It can be kinda long but it definitely helps.
