Check the buildings of the Peridot ward, you might find him there. Just note, he's not in uniform. Once you find him, you should be able to start the super rod quest. Quote

I even went to Peridot ward and check all houses but could not locate Simon. If someone could give me assistance... I really want the Super Rod! Quote
