Gyarados out speeds everything from 1/2 boost speed from dragon dance and a tailwind.

Mantine is the support, tailwind allows Gyarados, as stated before, to out speed everything. Rhydon can only outspeed a fourth of the metagames (awww... that sucks). Mantine can easily confuse the enemy with it's boosted speed and wind down foes so that once Tailwind pewters out, Mantine doesn't have to set it again and can scald it's way out.

Rhydon takes electric attacks and receives no damage, thus making Mantine and Gyarados only threatened by rock types, which they can easily kill with a water attack.

You should switch Mantine to center, that way Gyarados can have and safely use Earthquake for a double KO. Lightning Rod will still work.
