Against a trainer it forces a switch because the frequency messes around with Pokéballs mechanics. In the wild the opposing Pokémon would back off for a minute. I can't really switch the Arbok for another one without giving a decent explanation. So I'm going with the Pokéball theory for Roar. Edited November 30, 2014 by Chimchain

Actually, I thought it sent the Pokemon flying across the field in a pseudo knocked out state (unable to battle for the moment).

Sand Attacks to blur Jet's vision and to find him when the sand makes contact. @Commander: I didn't think of that.. But that would mean the Arbok battle would be over. They only have to beat the golden one for the rest to retreat. Edit 2: Updates are a little later. I got through to the second round to get that job. Not sure what to expect but it's in 3 hours. I used 'it' a lot and that doesn't feel right. I know Legendary Pokémon like Celebi are genderless but I'm not familiar with using Xem or something like that so I'm giving them a gender. I'm moving everyone back when the battle is finished. Robert's next attack will hit and knock Gible out. If I'm not around you can say you got back to camp. (Group 3 only)

Rough Skin could cause both the Noibat and Gible to faint (which is likely based on your post).
