That explains it. The early game storyline was significantly revised between V12-V13 to the point that lots of things break if you continue a V12 early game save into V13. I believe Jan has said that you shouldn’t continue your save if you have less than 9 badges.

No, you’re getting Ace all wrong. What I read from the dev blog is that Ace is being added in the revisions to the existing story, and they will appear regularly starting from early game until some undefined point. I actually think Ace’s story may already be over by the time you get to the end of content currently in E18, as the devs said that players continuing into new E19 content need not concern themselves with Ace in order to understand the new story; this reads to me like Ace isn’t involved in the ending at all, or at most a minimal role that doesn’t change the plot. My sneaking suspicion is that they are killed off at some point pre-E19.

From what I know, you can't get to the Scholar District until after [spoiler], which you haven't gotten to yet. Just take the train from Route 9 to GDC if you haven't already, then go north of Central Square to the Axis High courtyard, where if you haven't already, you will need to talk to Erin, go through some cutscenes, and have a battle with someone. Once you are finished at Axis High, go west to the District of Hope, then the hospital is just north of there. The bridge also opens up to connect the south side of District of Hope to Pokestar Studios, so you can take a shorter (I think) route back.
