To be honest, I don't know if this is a bug or if I'm just missing something, but I'm trying to change the nature of my Togepi to a Modest nature. I get to the Pokemon Psychology dude and he says that he'll change my Pokemon's nature if I give him a heart scale. I have a few heart scales, but it won't let me change the nature.
