Victoria tells you to go to the Coral Ward, there you will find Cain and Amaria and she will tell you to go to the Blacksteam factory in the Peridot Ward. The most immediate thing you could do is grab a graveler from the cave in the staircase so it can set up stealth rocks and lvl up your noibat and hariyama a bit more, shouldn't have many problems after that.
