Can you just transfer all of your decks to DevPro or would I have to make them all again? I'm considering using it

I'm pretty sure mudkip was replaced with squirtle so you can't get it later unfortunately :c From what I hear everyone has mixed opinions at least for the most part but the best starter is the one you'll have fun with the most so just pick your favourite, it's getting a team sorted you should ask advice for if anything because there's a lot of events and stuff to get pokemon and odds are you'll find the ones you want a little later in the game so replacing pokemon or having extra support pokemon is also something you'll probably do as well

Yeah, making it balanced would be difficult I'd say. Making a sprite is basically like drawing and you can find all the current sprites in the Reborn 15 folder, I'd recommend using GraphicsGale if you want to sprite it's a really good software for it and amethyst has tutorials on her YouTube Channel like Sonikku said including an Introduction to GraphicsGale video.
